{"id":5044,"date":"2020-04-09T17:27:48","date_gmt":"2020-04-09T17:27:48","guid":{"rendered":"https:\/\/prichard-backup.com\/July\/2020\/04\/09\/child-care-must-get-more-support-to-survive-covid-19-a-call-to-action\/"},"modified":"2022-09-27T19:49:30","modified_gmt":"2022-09-27T19:49:30","slug":"child-care-must-get-more-support-to-survive-covid-19-a-call-to-action","status":"publish","type":"post","link":"https:\/\/prichard-backup.com\/July\/child-care-must-get-more-support-to-survive-covid-19-a-call-to-action\/","title":{"rendered":"Child Care Must Get More Support to Survive Covid-19 \u2013 A Call to Action"},"content":{"rendered":"<p>[vc_row][vc_column][vc_empty_space][vc_column_text animation=&#8221;fadeInRight&#8221;]<span style=\"font-weight: 400;\">My wife and I stared blankly at one another last month when Governor Andy Beshear <\/span><a href=\"https:\/\/kentucky.gov\/Pages\/Activity-stream.aspx?n=GovernorBeshear&amp;prId=94\"><span style=\"font-weight: 400;\">announced<\/span><\/a><span style=\"font-weight: 400;\"> that child care providers would close in response to the Covid-10 pandemic.\u00a0 As parents of an infant and preschooler, we had to make quick shifts (like so many families) to handle what has become a daily routine of managing workloads, parenting, diapering, and teaching.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Added to that was a new worry.\u00a0 We love our child care center, the teachers and the staff.\u00a0 It is in the neighborhood in which I grew up. We desperately want it to reopen when this public health crisis wanes.\u00a0 <\/span>[\/vc_column_text][vc_empty_space][vc_column_text animation=&#8221;fadeInRight&#8221;]<span style=\"font-weight: 400;\">Over the last few weeks, I have talked numerous times with our child care center\u2019s director about the challenges she faces and how the stimulus programs in the <\/span><a href=\"https:\/\/www.clasp.org\/publications\/fact-sheet\/covid-19-and-state-child-care-assistance-programs\"><span style=\"font-weight: 400;\">federal CARES Act may help.<\/span><\/a><span style=\"font-weight: 400;\">\u00a0 This includes $3.5 billion in Child Care Development Block Grant (CCDBG) funding, $350 billion in forgivable small business loans in the Paycheck Protection Program (PPP), and enhanced unemployment benefits ($600 additional per week).\u00a0 <\/span>[\/vc_column_text][vc_empty_space][vc_column_text animation=&#8221;slideInLeft&#8221;]<span style=\"font-weight: 400;\">Unfortunately, how all these supports interact is complicated.\u00a0 It is remains unclear what level of flexibility states have to use CCDBG funds to support all providers.\u00a0 <\/span><a href=\"https:\/\/www.vox.com\/2020\/4\/7\/21209584\/paycheck-protection-program-banks-access\"><span style=\"font-weight: 400;\">Many concerns<\/span><\/a><span style=\"font-weight: 400;\"> have been raised about the administration of the PPP program and whether funds are sufficient to support the demand. Moreover<\/span><a href=\"https:\/\/www.dol.gov\/newsroom\/releases\/eta\/eta20200402-0\"><span style=\"font-weight: 400;\">, the enhanced unemployment benefits of $600\/week<\/span><\/a><span style=\"font-weight: 400;\"> is equivalent to $15\/hour \u2013 much more than <\/span><a href=\"https:\/\/www.bls.gov\/oes\/2017\/may\/oes399011.htm\"><span style=\"font-weight: 400;\">the median wage<\/span><\/a><span style=\"font-weight: 400;\"> for a child care professional of $10.72\/hour.<\/span>[\/vc_column_text][vc_empty_space][vc_column_text animation=&#8221;slideInLeft&#8221;]<span style=\"font-weight: 400;\">The Covid-19 crisis is impacting our system of child care that was already fragile and suffered from inadequate public support.\u00a0 The <\/span><a href=\"https:\/\/kystats.ky.gov\/Reports\/Reports\"><span style=\"font-weight: 400;\">number of regulated providers<\/span><\/a><span style=\"font-weight: 400;\"> in Kentucky dropped from 4,400 in 2013 to 2,400 in 2019. Moreover, as we noted in our <\/span><a href=\"https:\/\/prichard-backup.com\/July\/library\/report-building-blocks-the-kentucky-early-childhood-cost-of-quality-study\/\"><span style=\"font-weight: 400;\">2017 Cost of Quality report<\/span><\/a><span style=\"font-weight: 400;\">, support for child care is insufficient to provide quality, full-day care to enough working families.\u00a0 This is why we had asked Kentucky legislators to increase support for child care over the next six years by $250 million as part of our <\/span><a href=\"https:\/\/prichard-backup.com\/July\/bigboldask\/\"><span style=\"font-weight: 400;\">Big Bold Ask<\/span><\/a><span style=\"font-weight: 400;\"> for education.\u00a0 The crisis now facing state budgets will make that level of investment all but impossible in the near term.<\/span>[\/vc_column_text][vc_empty_space][vc_column_text animation=&#8221;slideInLeft&#8221;]<span style=\"font-weight: 400;\">For all of the above reasons, Congress must act to provide significant additional, direct investment to child care to support essential workers and first responders during the crisis, as well as protect the child care workforce and child care business by supporting them specifically during the crisis.\u00a0 This will help ensure that a robust child care system is sustainable coming out of our national emergency.<\/span>[\/vc_column_text][vc_empty_space][vc_column_text animation=&#8221;slideInLeft&#8221;]<span style=\"font-weight: 400;\">National child care partners and advocates are calling for Congress to provide <\/span><a href=\"https:\/\/nwlc.org\/resources\/covid-19-response-getting-flexible-child-care-funding-to-the-states\/\"><span style=\"font-weight: 400;\">$50 billion in assistance<\/span><\/a><span style=\"font-weight: 400;\"> to child care as part of the federal stimulus efforts.<\/span><span style=\"font-weight: 400;\"> The support must be robust and flexible allowing states to support things such as: operating costs during mandated closures, support for copays and tuition based on enrollment, training and professional development, facility maintenance and cleaning, and what will be significant costs related to re-opening and re-hiring as restrictions on operating are phased out.<\/span>[\/vc_column_text][vc_empty_space][vc_column_text animation=&#8221;slideInLeft&#8221;]<span style=\"font-weight: 400;\">We endorse this ask of our federal policy makers and ask that you do as well.\u00a0 <a href=\"https:\/\/oneclickpolitics.global.ssl.fastly.net\/widget\/oneclick\/8295\">Click here to contact Kentucky\u2019s congressional delegation<\/a> and voice your support for significant additional assistance for child care.<\/span>[\/vc_column_text][vc_empty_space][vc_column_text animation=&#8221;slideInLeft&#8221;]<span style=\"font-weight: 400;\">The Covid-19 crisis is no doubt awful.\u00a0 But it stands to reveal our humanity \u2013 in part expressed in the policies and investments we will choose to make.\u00a0 Supporting child care in the way young children and families deserve is a powerful way to create the world we want to live in coming out on the other side.<\/span>[\/vc_column_text][\/vc_column][\/vc_row]<\/p>\n","protected":false},"excerpt":{"rendered":"<p>My wife and I stared blankly at one another last month when Governor Andy Beshear announced that child care providers would close in response to the Covid-10 pandemic.
